The newest regulation of CARB: The producer of composite wood must pass through the inspection from third party organization

CARB ATCM requires the producer of composite wood must get the third party certification which is authorized by Committee of Air and Resources in California.

Committee of Air and Resources in California USA approved the regulation to reduce toxicant material released from formaldehyde in composite wood on April 26,2007, which includes hardwood veneer,flakeboard,medium and thin fibre wood, furniture and others composite wood.

The regulation of reducing toxicant material released from formaldehyde in composite wood is approved by Law Department of California state government on April 18, 2008.It is written in California Law volume 17 and takes in effect from Jan 1, 2009.

According to California Law volume 17 chapter 93120-93120.12, the producer of hardwood veneer, flakeboard, medium and thin fibre wood must get the qualification from third party. The qualified producers required to follow below rules

CARB certificate issued by authorized third party certification organization, which is required by California Law volume 17 93120.3(b)

Each piece or bundle of qualified product should have the label according to California Law volume 93120.3(e).

The bill or invoice of qualified products should have the statement of compliance in accordance with CARB or other statement provided by factory according to California Law volume 17 93120.3(f).

Latest effective quarterly audition and test report for products. It is required by the appendix 2(f) (3) and 3(e) California Law volume 17 93120.12.

Effective and accordant with third party inspection organization daily quality measure control figure and map. It is required by California Law volume 17 93120.12 appendix 2(g)(3).

It is required to get separate code or prove of each batch of products issued by third party inspection organization besides above requirement though California Law volume 17 chapter 93120-93120.12 does not mention it.
