Recent toy standard EN71-9

2009-09-16

"European Toys Directive" (88/378/EC) on the chemical safety of toys were provided. Basic chemical safety, including: toys containing dangerous substances 67/548/EEC directive referred to the content or configuration items, without prejudice to the use of toys for children???s health. In fact, this means that manufacturers respond to toys used in the production process of all of the substances does not provide for risk assessment. Organic compounds for the provision and clearly pose a health hazard, the European Commission authorized standardization body (CEN) for certain common organic compounds in toys to develop specific requirements.
These requirements shall be EN 71 - series of standards in the new three criteria:
- EN 71-9 safety of toys: organic compounds: requirements (published in March 2005)
- PrEN 71-10 safety of toys: organic compounds: configuration items and extract samples (not yet been adopted by CEN)
- EN 71-11 Toy Safety: organic compounds: testing methods (CEN has recently just been adopted, to be announced)
These standards for organic compounds contained in toys body out of overall requirements. CEN standards in the drafting of lists of 650 organic compounds. And eventually only the standard mentioned several types of potentially harmful organic compounds. Therefore, the standard to support and encourage manufacturers, importers and suppliers of other organic compounds identified to ensure that users of these substances will not endanger the health of toys.
EN 71-9 standard
EN 71-9 standard for toys and toy materials or move out of certain organic compounds containing the request made by means of exposure to these compounds
Include:
Chewing
Feeding
Skin
Eye contact
Inhalation
Within the standard range of products, including 3 years of age for toys designed for children (because these toys may be placed in the mouth by children chewing), and for the older children in the design of these products (these products are likely to come into contact with the mouths of children , the skin or inhalation of children.)
Standard within the scope of a specific product or toy parts include:
May be placed in the mouth for children under 3 years of age chew toys
Children under the age of three hands to play, the weight should be less than equal to 150 grams of easily come into contact with toys or toy parts,
For the design of toys for children under the age of three and easy access to the toy parts
Oral contact with mouth parts moving toys
Worn on the lips or nose on the toys
Children have access to toys
Toy or toys to use as a compositional device application components
Indoor use and easy access to the toys toy parts
Toys for outdoor use and easy access to the toy parts
Fake food toys or toy parts designed
Toys likely to leave trace of solid material
Toys easily come into contact with colored liquid
Toys easily accessible to colorless liquid
Model clay, toys, clay or similar products, in addition to the standard EN 71-5 mentioned in the chemical Toys
Balloon Manufacturing Parts
With a viscous agent imitation totem
Imitation jewelry
prEN 71-10 and EN 71-11
EN 71-9 provides organic compounds listed in the ceiling. Standards should be compatible with the standard prEN 71-10 and EN 71-11 read together, because it focuses on two sets of standards with products and extract samples and their respective methods of analysis. EN 71-11 standard has been adopted by CEN, and forthcoming. only as a draft standard prEN 71-10, has not yet been adopted.
EN 71-9 standard valuable chemical compounds mentioned in the following groups:
Refractory pigment
The primary aromatic amine monomer structure
Solvents (inhalation of solvents and solvent migration) plasticizers (migrated plastic, does not include phthalate plasticizers)
Preservatives (not including wood preservatives) wood preservatives
This list is only part of the material. Of course, not all toys can also be used in the potential substances listed. Therefore, these standards can only serve as an entry to comply with European regulations. Manufacturers should keep in mind other than the addition to the above compounds, hazardous substances in order to meet the "Toy Directive" in the basic safety requirements.
Legal status of EN 71-9
CEN published standards are not themselves become the "Toy Directive," the relevant standard. Only in the "European Communities," published before we can become a standard, as an illustration "Toy Directive," the basic requirements of a way to be widely accepted. At the same time EN 71-9 is a "voluntary standard." This critical state so that people feel puzzled. But it is said some of its allies implementing agency is under the EN 71-9 standard, recall product from the market because the EN 71-9 standard provides scientific evidence of harmful substances.
Another may affect the process of discussion is the European Commission is reviewing the "toy directive." Basic requirements for the safety of chemical compounds, some of the highlights of the discussion, it may be modified. This situation is not clear should continue until the end of 2005.
Other toys through the provision of chemical compounds
