EU further restriction on organotin compounds

EU passed a decision 2009/4/25/EC on May 28, 2009 for further restriction on organotin compounds. This decision is also one of the supplements for 76/769/EEC( another decision is passed on the same day 2009/424/EC).

we note that appendix VXII of REACH replaces appendix I of 76/769/EEC from June 1,2009. But the content of them is consistent. Though 76/769/EEC is cancelled already, its content is still valid. It is removed to appendix VXII of reach.

EU has issued 89/677/EEC, 1999/51/EC and2002/62/EC for restriction on organotin compounds. It is said that when organotin compounds are used as biocide in free association paint, it could not be sold in market. Following contents added in the amendment on the base of 76/769/EEC appendix I, Chapter 21.

4. Trisubstituted organotin compounds

From July 1,2009 the product is not allowed to contain trisubstituted organotin compounds in which the tin content is over 0.1 wt%, such as TBT and TPT.

5.DBT compound

From Jan 1,2012 the products for public is not allowed to use DBT compound if the tin content is over 0.1 wt%.

Following products for public is without limitation before Jan 1,2015:

Single-component and two-component vulcanize sealant(RTV-1 and RTV-2 sealant) and Adhesive;

Product as catalyzer whose paint and coat contain DBT compound

Soft PVC, no matter it is soft or extruded with hard PVC

Fabric used in outdoors, whose surface has the PVC stabilizer with DTB compound inside

Rain Pipe, drain and utensil used in outdoors, the coverage material on roof and side floor

Above regulation is apply to materials and products controlled by EC No 1935/2004 which was issued on Oct 27, 2004 by European Parliament and the Council

 6. DOT compound

From Jan 1,2012 the products for public is not allowed to contain DOT compound if the tin content is over 0.1 wt%.
